The South Mountain Partnership/Department of Conservation and Natural Resources’ (DCNR) Conservation Landscape and Appalachian Trail Conservancy (ATC) seeks a Program Manager to be based in the South Mountain landscape near the Mid-Atlantic Regional Office. The Appalachian Trail Conservancy’s mission is to protect, manage, and advocate for the Appalachian National Scenic Trail.


About the South Mountain Partnership

The South Mountain Partnership, one of DCNR’s Conservation Landscapes, is located in south-central Pennsylvania and its core includes portions of Adams, Cumberland, Franklin, and York counties. Established in 2006, its mission is to conserve and promote landscape resources and build connections to enrich the quality of life and sense of place of the region’s citizens and communities. The South Mountain Partnership focuses on the unique resources – including natural, cultural/historical, agricultural, and outdoor recreational resources – that are found in the four rapidly developing counties of the South Mountain landscape. The Partnership is managed as a public-private partnership between ATC and the Pennsylvania Department of Conservation and Natural Resources (DCNR), and works to bring people together across geographic and sectorial boundaries to highlight the importance of the South Mountain landscape and take action to secure its future.


Position Summary 

Under the direction of the Director of the South Mountain Partnership, the Program Manager’s duties focus on management and development of core programs: Mini-Grant Program, Communications, Speakers Series, and Partnership Meetings while also facilitating and developing the communications and fundraising subcommittees in coordination with the Friends of the South Mountain Partnership and the Foundation for Enhancing Communities. Additional tasks will include supporting committee members and the director in activities related to additional programs, projects, and events that advance partner work in conservation, land use planning, and climate change planning. The Program Manager will play a key support role for the SMP Director and committees, and must present a positive, supportive attitude and professional appearance at all times.


Essential Duties and Responsibilities 

  • Management of core programs:
    • Mini-Grant Program – administer and develop the annual South Mountain Mini-Grant Program
      • Ensure proper program and project administration, track deliverable and metrics, and project reporting and closeout. Integrate with DCNR project manager and staff for review and approval of mini-grant applications and projects. Oversee project application, meeting with applicants as needed to strengthen applications; recruit annual review committee and conduct grant review meetings; write grant agreements; process payments.
    • Communications & Fundraising – leads the Communication and Fundraising subcommittees and coordinates with the Friends of the South Mountain Partnership and the Foundation for Enhancing Communities:
      • Implement and lead further development of the South Mountain Communications Plan to create a deeper awareness of the value of South Mountain landscape. Impact beliefs and decision-making, expand use of our programs, events, and services, and grow and expand audience and partnerships. Develop key messages around the significance of and threats to the landscape, actions to catalyze, and build resonance in public around landscape resource assets.
        • Maintain and improve current collateral of website, newsletter, social media, press and press relations to implement the communications plan and stay in regular direct and indirect contact with the public and subsets of partners and members.
        • Develop narrative, graphic and video content. Documents activities and creates engagement strategies and tools such as articles, videos, and graphics.
        • Grow our audience; partner with content producers across the organization, producing, and posting mission-driven stories that resonate with new audiences
      • Develop and manage a system to build, track, and promote engagement (support data and contact management and processes).
    • Speakers Series – Administers the logistics (speakers, locations) and communications in coordination with Program Committee.
    • Partnership Meetings – Manages the logistics for three annual regional meetings (both virtual and in-person)
      • Coordinate the local planning team, identify and secure venue and catering, manages save-the-dates, invitations, and registration.
  • Justice, Equity, Diversity, and Inclusion – Work to ensure that systems, organizational culture, and practices are aligned with SMP’s and ATC’s mission, values and commitments related to JEDI. Advance and refine equitable practices, support the development of a diverse and effective team, and ensure an inclusive working environment that supports diverse populations.
  • Community and Network Building – Facilitate collaboration around projects and programs of the Partnership, building cooperative relationships among government agencies and elected officials, non-profits, businesses, academic institutions, ATC, and PA DCNR in the region, and engaging and integrating across various sectors: natural resources and conservation, cultural/historical resources and preservation, agriculture and working lands, and outdoor recreation.
  • Strategy – Identify and build long term diversified funding strategies to support the goals and mission of the South Mountain Partnership. Identify and develop grant opportunities as well as contribute to writing and submitting grants. Assist in metric tracking and data management.

 Minimum Qualifications 

  • Bachelor’s degree in one or more of the following disciplines: land use planning and administration, landscape architecture, geography, environmental science, resource management, conservation, community planning, economic development, sustainable tourism, communications, preservation, or related fields. Comparable experience may also be acceptable.
  • 3 years related experience in collaborative, multi-disciplinary projects.
  • Outstanding verbal, written, and graphic communication skills, with strong interpersonal and community organizing skills.
  • Fluency with Adobe Creative Suite, Microsoft Office Suite, Adobe Acrobat, Zoom and other similar virtual meeting platforms.
  • Familiarity with grant administration, record keeping services, data management, and program support.
  • Enthusiasm, self-discipline, team player, high level of self-motivation.
  • Very strong ability in written and oral communications with great attention to detail.
  • Very strong organization skills
  • Commitment to collaboration, teamwork, and action.
  • Ability to balance and organize a variety of tasks, programs, and projects simultaneously without direct supervision.


Desired Qualifications

  •  Understanding of landscape-scale conservation, emerging trends therein, and principles and practices for implementing landscape-scale conservation work.
  • Master’s degree in one or more of the aforementioned disciplines.
  • Data management experience .
  • GIS mapping capabilities or familiarity with other spatial analysis tools.
  • Tracking and reporting on projects.
  • Facilitating collaborative and participatory processes and networks.
  • Experience building relationships and inspiring cooperation and new partnership.
  • Enjoys working in a fast paced organization.
  • Increasing communication among individuals, private groups, local, state and federal agencies.


Physical Demands and Work Environment 

  •  Moderate travel and weekend work may be required.
  • Ability to communicate with individuals by virtual video conference/meetings, phone, email, and in person.
  • At times, requires transporting objects of light to moderate weight, or traversing uneven or rugged terrain.


Additional Details:

  • Exempt Position: $51,000 annually

  • 403(b) with employer match up to 7% after 1 year of service
